Go to the entrance of Witchyworld, jump in the water on the right, use Talon Torpedo to break through the barrier, fight Klungo, and in the wasteland you'll find the entrance.

The entrance is in Witchyworld, you have to go into a pond, and then break a barrier that is undeground, then you have to battle someone, then in the swampy area on the other side, the entrance should be there.

Learn the Talon Torpedo in JR's lagoon,then go to Pine Grove(the place where the entrance to witchyworld is)then Talon Torpedo the kazooie rock,
Defeat Klungo again,progress through the exit,and you're in the Wasteland,
Where the entrance to terrydactyland land and cloud cuckoo land is.
