He's in Atlantis (under Jolly Rogers Lagoon) In one of the rooms with the eels. You will see a ledge in the room and thats where jamjars will teach you talon torpedo.

You go to Jolly Roger's Lagoon and go under water until you find a little cave(mind the octo's swinging tentacles.Ouch!)and a way out.This leads to
"Atlantis",where you go inside a building.Ya' can't miss it,for it is buried a little,and has a weird column going up.Enter it,dodge the electric eels,go up,grab on to the ledge,and go up until you see him.Well,

Go to atlantis and go in the electric eel's lair, then go up the steps and jamjars will be there! To get past the octopus it's easier to freeze him by firing an ice egg in his eye but once I just swam through and somehow I didn't get hit by a single tentacle! Oh, and banjofan WHERE did you get that picture!? It's really cool (and reminds me of kindom hearts...)
