Go to the place where you do the mission where you get the bums bed near the train station and put the moon gravity cheat on which is 2them00n then grind the orange pipe and when you launch off the sewage outlet turn to the right and hopefully you will go to the outside of east L.A which will be a double carraige road on it's own and you can go up and down it.

Get in the bowl next to the skate shop in hollywood and grind up the three rails and on the top rail jump before you reach the turn dependind on you're air how far you go and while in mid air press z and you will land on a ledge which will lead you 2 a room where a construction worker is claping to a goat on a bed get ontop of the bed and you have to get in the right position and whack the goat, and if you want easy pionts start the high score challenge and front tuck and while in the timer limit whack the goat as fast as you can I found the average amount of pionts is around 45,000 pionts. Have fun =p
