Create a Quarterback and assign him to any team go to two-minute drill and scramble all day.

This works for franchise mode.

Create a player with all the information you want.

When you get to the stats part lower all of the attributes until the player is 12 overall.

Once you get him here finish creating the player. Sign him on your team for a cheap amount of money, Make Sure you sign him for Seven years.

Once done with the signing process go back to the create a player screen, load up your guy.

Then change all of his attributes to 99 overall.

Now your done and his salary is still the same.
