If you want to, and this could attract their attention, shoot out the nearest light.
Whether you do so or not, when the roving cop is out of sight run along the bus' shadow to the bus. Go around the rear of it and along the side keeping in it's shadow.
Again, once the cop walks out of sight, run for the large shadowed area of the indented part of the building's wall. Follow the wall to the bright light and down the alley.
Next, I shoot out the nearest light and then the spotlight is not at this end of the street and the walking cop is away from the sidewalk, I run along the sidewalk (the grassy side of the street) to the wall of the building right next to the distant cop car. Climb the pipe, work your way to the next on your left, and slide down.
You're home free.
