Yeah I got stuck on this too.
Go to your neighbours town, find a house with a design studio and click design Fashion or clothes. It will give you an option.
Hopefully you will have a neighbour with a Fashion studio in his or her home. If not go to Sims freeplay
Here on supercheats and see add your name to look for new neighbours.
