Toilet

It says to use the public toilet...in my own town it won't let me. I go to another town..use the park toilet, get my points. ..but it still says use the toilet...do I have to do it a few times...is there something I need to do to use the toilet in MY park?

Yes, you have to use the toilet in your own Park... As it is not a Social goal.
