For any sim to pick up a baby/infant, you needed to have the nanny Quest completed. This quest was one before, 'A Dance to Remember', quest that was based on Salsa Dancing with the Fantasia family. If you want the nanny quest, you need to complete, 'A Dance to Remember', as the nanny herself, is sitting on a Park bench in the park waiting for you to select the nanny quest.

I found a cheat! If you have a puppy in the house, make sure the baby is selected, and press on the puppy, then choose: "investigate puppy" after that, the action will start for 3 minutes. Before the action ends, press the baby and cancel the action, after that, the baby should appear out of it's crib, and you can pick it up, have it crawl, and do all other sorts of stuff, you don't even need to complete the nanny Quest! Hope this helped!
