Sims won't do a thing

Sims won't do a thing
My sims on free play won't do anything. The tool bar shows they are busy. When I go to look at them they are standing in place running their stomach and then look like they get hit and swirl upper body around in a circle. Their feet stay planted on the ground. They won't even move from the spot they stand. I even made one inspired and it did nothing. They just keep repeating the same actions in place and no they aren't stuck. Its every sim at every location. Please help
