Why is my town value at 0 again,
I built the grocery store. Then it was finished building and I clicked the icon to accept the finishes and it decreased my town value all the way back to 0 I was at 1,666,987. What to do

That sounds like a bug mate - the people you should be taking this to are the official wizards at the SIM site.
