Adopt attempt, no walk?

So I got rid of parents of an infant and got a single adult to be best friends with the infant. But when I click on the 'be adopted' choice, the adult has the white box with footprints overhead. And so it won't let me adopt, why?

Well the footprints overhead means that the path to that object (we assume the infant) is blocked. We're pretty sure that you must have a path to the infant to do ANY action that affects it. So try re-positioning it and see what happens?
