How do I buy the stack of magazines?
I have enough money and I know where to buy it imtry to place it down but it won't let me buy it

As long as you have leveled your town to the level that is required and the magazine stack are not greyed out you should be able to buy them. Once you have them in your inventory you can place them in your hose on pretty much any flat surface.
