How to add sims

I'm on level 12 and I have 4 vacant houses but whenever I click the house the +👫 add new sim button is not available but my town sims count is 5/12,,, what can I do with that?

If your count is actually 5/12 you should be able to click on an empty house and add a Sim. Verify your count - the number appears at the top of the screen.
