Can I still build a pool even if the "it's all going swimmingly" quest ends? I don't really mind not having the free volleyball net but I want a pool? Can I still build it after the 6 days?

As long as you have reached the level that unlocks the pool you can build them at any time using the Outdoors Tab of the Build/Buy Menu.
