I have a family of 3 but the mothers daughter Isnt counting. It's supposed to be a family of 4.
It says that the preteen is living at a separate house. How do I add the daughter to the family of 3.

As far as we know you cannot do that.
It sounds like your game is bugged. In this instance I would recommend submitting an official help request at EA's FreePlay Site.
They will better be able to help with this sort of problem.
