I first placed the inflatable sleigh onto my lot and was wondering why the Quest wasn't progressing. Did you check on whether you have placed the right sleigh?

I was having trouble too till I found 2 sleighs in my inventory under outdoor decorations. It is not the inflatable sleigh with fake santa in it, but an empty sleigh.
