You can make a Quiche with the Cooking Hobby
The Quiche is unlocked when your Sim (with the Cooking Hobby) reaches level 4 of his Hobby, also he/she must also have a 2 star stove to make it 
If none of your Sims are at level 4 of Cooking, then make them cook somethings and they'll eventually reach level 4 and unlock the quiche
