How to High five a neighbor's Sim

The sosial task, High five a neighbor's sim. Note said: For a Sim to high five another Sim, they have to be good friends first.
I am a good friend of another Sim, in another town, but I don't get the option High five.
What should I do?

I don’t have the option high five either and I’m bestfriends with a neighbor
