How can I get beyond "best friends"?
Okay this what I did I've seen comments and they are all not specific I had to reset my whole game for nothing -_- anyways if you still doing the tasks keep on doing them until you reach "love is in the air" now here is where you can get beyond "best friends" first quest is "rich lather" just go to the shower and press rich lather , you did it? Okay good you passed then you will continue with the next tasks they suggest you easy and simple

Right then there are specific stages to this. Have your two Sims do the Be Nice action until they are Best Friends, at which point that action will stop working to raise their relationship level.
At that point switch to the Be Romantic action, and that will take them to Partners Level.
Then have them move in together, and use the propose marriage action. Once the proposal is accepted, do the Be Romantic action to fill the meter, at which point you will unlock the actual Get Married action and you can then use it.
