How do I build a swimming pool

First go in to furniture select outdoors ill say pools and to build hold and drag anywhere on the grass a yellow pool means it's clear to build,red means that it cannot be built drag on marked with a yellow highlight to resize existing pools try joining pools together to create more interesting shapes

I have the same problem. One of my Quests is to build a pool. I'm at level 20, and I have no tab for building a pool. I have checked the furniture, the house, and the outdoors tabs. There is no pool tab. Does anyone know what I'm missing? How many people are having the same problem?
