Can I adopt a preeteen if the sim I want to have it is single?

I want to adopt a preteen for my main sim except he is single. Can I still adopt the kid or no?

I don't think you can adopt Sims at all. If you want your sim to have a kid than get him married and have a baby and make it Age into a teen.
