Sims freeplay question
How is it possible for me to have a fancy coffee at a neighbours snow park when none of my neighbours have one. Not even the town made by the sims people does and it's really frustrating so can someone help me or tell me someone that has one

I'm not positive but I think it means that to one side there's a sim snow Park that's what I think it means
