Just complete then 'grow carrots goal' the build the Park (if you haven't already done that) then tap on Rudolph and feed him

To feed Rudolph Go to the Park and call a sim there but don't call Santa. When the sim is there press Rudolph and a menu will come press feed reindeer . To call a sim to the park it's like calling a sim to a another Sims house hope it helped because it helped to me
