I can not build the high school
I completed the "Higher Education" quest, I'm past level 18, but I can not Build the high school- both reach level 18 and complete higher education quest are checked off when I click on the school icon but there is no option to build it. I finished the quest a while ago but I'm getting frustrated that I have all these teens and no where to send them.
