There's not an actual inspection process. What it means is that you're asking two Sims to move in together at the wrong time.

You need to be in the house you want them to live in, and have the owner of that house ask the person you want to move in to move in. That's so the one being asked can inspect the house, aka, see it. It's not an actual action. If you try to ask them to move in and you aren't in the house you want them to move in to, you'll get that inspection error.

thensame thing haooend to me and i used to take the girl and nothing would happen but what i did was i took both of my sims into the house and pressed the propolias button and they got married !!!
