practice painting in neighbor's house
The cheat guide says the palette can be found in the house nearest the town center. I still can't find it.

This isn't accurate. One of your Neighbors has to own an Easel, and have it placed out where other Sims can use it. If they either don't own an easel, or don't have one placed out, than you can't complete this Mission. Try getting into contact with one of your neighbors to see if they will put an easel out for your sim to use.
