I'm stuck on marriage. The great bar won't move no matter how many times I do the tast.

Do what test? After proposing and having the sim say yes, you just need to have your Sims be romantic and woohoo until the Bar says married. The bar will be empty, and it is supposed to be empty. You can't fill it and there isn't anything higher than it.
