Cannot figure out how to auction my neighbors stuff on my iPhone 5 could you help me out

You can't sell or move your neighbor's things, the only things you can sell and move are ones that the Sims you've created own.
Actually, this might be a goal you are referring to. Go to your neighbor's town and go to the Park, then tap on one of the little upside down boxes in the park (mimes and people pretending to be statues often stand on these to make money) and choose practice auctioning. See if that isn't what you need to do.
