My goal is to Create a weird ornament in a neighbours community centre how do I do this please help x

Go to The Party Boat and tap on it. Next, there should be a list of Neighbors if you have any. (Neighbors are the friends you have added in Game Center, and if you don't have any friends than you can't visit neighbors. Consider adding random people as this will help you accomplish the Mission, but as always be wary of strangers.) Tap on the first name, which is usually the highest level neighbor you have, and go to their town. Then, just find The Community Center and create the ornament your sim needs to create.
