Question for The Sims FreePlay
None of my neighbours have the phone that lets me do a quick chat from their phone for a goal. Only prank call, call grandma and a tech place.

You must be using a Pre-teen for the task, that's why the "Prank Call" option appears. Use an Adult Sim and you will get the "quick Chat" option.
