I have the burn waffles at a neighbor's goal, but I can't select waffles..

I have the same problem because I'm on that question too but I found out that you have to keep getting XP to get onto level 26 I suggest you use the making Fashion from the proportions r us as you get a lot of XP and money on that

I am on level 28 and still am not given the option to cook waffles on a stove, therefore this answer is incorrect or maybe I have done something incorrectly. I don't believe that all Quests are done in the same order on everyones game. I believe it is chosen at random for which Quest you will have next. Every time I look at any answers to questions, the levels that you are able to do certain things seems to be off but what is always true is what quest has to be accomplished in order to do certain things. Like I said, this is different for everyone. I believe I have not completed that quest so I will be asking to find out that answer in the question box so look for more suggestions there.
