You just click on the shower and use the waste water option

I don't have preteens anymore, just teenagers, bot the social tasks keep giving me ones for preteens. Including this one.

You need to visit another user, not another neighbor within your own town. Go to The Party Boat, visit a neighbor, select a preteen and waste water in a shower.
