If you go into a neighbours town with the preteen and tap on one of the phones in the neibours house and it will come up with the option 'call grandma'
To get to the neibours town you can press. On the ship in your town and visit one of your fiends town.you can also press on the little world in the bottom of the screen.

Wait for a task "prepering for preteens" just wait for that and you can do the tasktxhottubcutie answered:
Have them use a telephone and click "Call Grandma" while they are in a neighbor's town.
Step-by-Step
1.) Send Preteen to Neighbor Town
2.) Locate phone at house
3.) Click Call Grandma
4.) Wait until action is completed
5.) SP

You need to make a baby first, then make birthday cakes so that it can grow into a preteen. Once it is a preteen, go to a neighbours house and use there telephone, there will be an option that says, 'Call Grandma' press it and you are finished!!!!!
