Open the globe and visit a neighbor (that has a pool). Go to the house with the pool and click on the pool surface (the water). An option should show allowing you to clean the pool. Takes three minutes and you're done

(For anyone using an iPhone)
Go to the Game Center, friends tab, then there's a plus sign where you can add friends. Add me.

Then open Sims, press the globe, and I should show up as your neighbor (you may need to restart your phone after adding me on Game Center; I always had to restart after adding friends) and then go to my town. I have most of the neighbor Quest Items but my pool specifically is one of the Houses on the bottom left of the town.
