I need to have 4 sims get together if I use a cupcake will I get a new sim and house?

Unfortunately not. This will fill all you're Sims needs making them inspired but it will not add a new sim to the town. If it's a new that you want then go onto the map, add a new house then when you click on the house and options comes up select make a new sim, create one, click add sim to town and voila! A new sim! I personally have never used a cupcake because they get you no XP (unlike the more time consuming fulfilling their needs). Hope this helps!
