I can only think of one reason why you may not be getting mail anymore and that is TIME Cheats. If you've ever done a time cheat wrong or too many times in one day, than your mailbox, Party Boat, Competition Center, construction, etc. Could be stuck in the future. I actually have this same problem. I haven't gotten mail since January. And I won't get any rewards from my party boat for another 6000+ hours :( yeah, it sucks. And as far as I know there is no way to fix it. Sorry.
