Yes,it's very simple.All you must do is log into Game Center and add your Neighbors from there.
You can log into Game Center by clicking on The Party Boat.It will tell you that you must log in.Click on log into Game Center.After logging you in,all of your friends on Game Center who have Sims Freeplay will be added as Neighbors.If none of them have Sims Freeplay then click invite.
