Work on their relationship until they become partners. Then the option to propose to the other will appear. Do so and when you are successful, the 2 Sims will be engaged. Work on their relationship some more and soon they will be married and will live together in one home.

You need to work on your two Sims relationship by being nice until they are best friends you cannot get any further than best friends until you unlock the Love Is In The Air Quest in level 7 then you will be romantic and you get a free ring and propose then you are engaged then you will be romantic and it will say blank and blank are no married
