You cannot cancel the building of an infrastructure once you have started. The only thing you can do is the speed up the build time with LPs or to wait out the duration.

For those saying that what they want to build is taking an unreasonable amount of time, that is because you have used the time cheat. Donโ€™t use that, the Sims Team have added the feature of things taking forever when this cheat is used SO you donโ€™t use it.
The only way to get out of it is to wait or restart the game. Donโ€™t use time cheats, they havenโ€™t worked since 2014 or so.

I'm sorry, but you can't delete any sort of building that's being built. My advice would be to either wait for this house to be built and then build the beach front house, or you can do a cheat.
For the cheat, follow these steps:
1) set your Sims planting something.
2) double click the home button, which sets you at the multitasking Bar, and hold down the Sims game until the red minus sign appears and click it. This does NOT delete the game.
3) Open up settings, turn on Airplane Mode.
4) Go down to general, then go down to date and time.
5) turn off set automatically.
6) move the month up to april.
7) re-open up Sims freeplay.
8) it will say cannot connect because there is no wifi, this is normal, so go back to settings, and turn on wifi AND KEEP airplane mode on. WAIT for it to load, make sure the little fan is on in the top left of your screen, this signals that the wifi is completely connected.
9) go back into Sims, and it should have your sims done with gardening and the house should be built! Smile
