I am having the exact same issue on my iPad 3. When I tap on the plus icon on a beachfront property, a message box appears saying "Not so fast! You need to finish building your other house first!" The only option on the message box is an OK button.

All of my other properties were fully built out with Houses before applying the Living Large upgrade. As a test, I demolished one house and attempted to build a new one on the freshly demolished property. But when I pressed the plus icon on the property I got the same error message.

This smells like a bug in the latest release. Anyone else having this issue?

Fixed it!

Used a trick recommended by someone else on this site:

Backed up data to cloud. Deleted Sims Freeplay app on my iPad, then reinstalled from the App Store. Finished by restoring data from the cloud and was able to access the build menu when clicking on the plus icon on an empty beachfront lot.
