First you have to build the Town Hall from The Town Map. Then go to the menu where you can see each of your sim's Jobs and Job hours. Click on the image that represents your Sims job or just click anywhere in the box of an unemployed sim. All the jobs will appear and Politician will be one of the options. Click on it and do this to 4 of your sims to complete the goal.
