How do you send your toddler home I tried but it said she has to be with an adult at all times

Simple. You just need to make sure there is an Adult at the place she is in AND there is another adult at Home.
Go back Home and whistle your toddler back. It should work, that's how I did it.

You have to send an Adult Sim to the house first to meet the toddler. Once there is an adult Sim at that location, you will be able to send the toddler home.
