Is it possible for a preeteen to become an adult?? If so, how? Please help! Thanks

Not yet. But it is promised as a future update according to postings by EA on their website forum.

No. You just hafta have them "leave town" and start all over as an new Sim. You can give the new sim the same name and traits if you want to feel like it's the same one, but you can't grow a preteen up:(
