You click on it and a sim will,clean it up one of your Sims piddled themselves so make sure they go to the bathroom!

Just tap on it when you have a vacant sim and it will opt to "clean up"

You clean this puddle of pee up by touching the puddle. Then an option will come up to clean it . One of your Sims will clean it up for 6 seconds.
