First, you need to have a Children's store. Then, under the "toddler" tab, there is a little table with two chairs (one is 3 LP and the other is 6 LP). That is the tea set.

Get the childrens store, then go under the toddlers section, go along until you find a table and chairs (3lp and 6lp) that is the tea set.

There's a teaset you can buy with Simoleons as well, I just found it right before the one for LP. The LP set starts with sir whereas thisbine starts with ms.
