Have one of your preteen Sims go to a computer between those hours and select the "use simbook" option :-)

Your sim has to complete the action within the time frame for the achievement to be awarded. If your sim has done this and the goal will not complete, try using a different computer and even a different sim. If all the above fail, there may be a glitch in your game, you will have to contact EA or the app developers regarding this.
