'Children' sims (I.e. Baby, toddler, preteen) are all counted as sims? Since the maximum number of sims allowed is only 16, does it mean that I can only have 13 adult sims when I have 3 children sims? (I have 1 preteen sim now, and I am planning to have a total of 3 children sims, so there's 2 more to go.) The problem is, I want to build all houses (16 available lots) in Sim Town, but building a house adds an adult sim, so if I have 3 children sims I won't be able to have all 16 houses and 16 adult sims? Only 13 houses and 13 adult sims in total...

Actually you could have more than 16 Sims
I don't know the maximum number is but you could have more than 16 but each house can contain 2 Children
You could have more than 16 Sims as 2 sims can move in together and the Children do not yet need a house to themselves. I hope this helped you.
