How do I buy a clothing store for my sims. So that my sims can make fashion clothes.

There is no clothing store.
Go to The Hobby Shop and there will be something to make clothes with. Once you have made all the clothing articles, you will be rewarded with clothes (not much but you'll get more stuff the more you remake those articles. It's just like with the ghosts and haunted house)
