How do I photograph a ghost?

You will need to do a search for ghosts again. When a sim has found a ghost, click on the ghost icon, and as the ghost is running away, press the Camera or screenshot button in the top left of the screen. Then you will have completed the goal.

You have to start by purchasing Haunted Items from the store. These items are specially marked with a ‘Ghost’ icon in the store.
Once you have placed a haunted item in your home, your house is now haunted and the lights will start to flicker. Buying more haunted Items will increase the ‘scariness’ rating of your home and more varieties of ghosts can be found.
Now You can start hunting for ghosts by tapping on the haunted furniture and selecting “Search for Ghosts” with an Adult Sim. When a ghost is found, you can catch it by tapping on them 3 times.

Ghost Hunters: Unlocked at Level 23 to unlock the Ghost Hunter Hobby, if you don't already have access to this hobby. Will also make Haunted Items available in the Home Store. *Additional reward: The "Haunted House" Housing lot.
I found this on a website I'm having th same problem so hopefully this is true
