No your pre-teens cannot turn into proper Teenagers or adults on the Sims Freeplay for iPod, iPad, iPhone or Android yet :'( ... Alot have people have been asking for it & I think that it will be in the next update that EA does for the Sims Freeplay.

How did you get the preteen to turn into a teen

Guest said: 26th May 2013 | REPORT
All you have to do to get them to grow up is make them graduate from school

The sims is a loving game that included most resources and things that we need in life for our sims. Today, we are arguing about if a Pre teen can turn into an adult. the issue towards this is that Pre teens stay Pre teens and cannot grow older. This issue should be featured in the next update. Though, somebody has currently stated that you could make them teenagers by graduating them from school. That is highly untrue because my 4 Pre teens are at 100% of school education (also known as A+) and they however have not changed at all. Baking birthday cakes does not work and neither does anything else. I hoped this has helped so we can make sure that EA does a new update where this is available and there isn't any arguing

Yes they made a update its coming soon its called all grown up
Guest answered:

You can. You need to make as many cakes as there are in your village then the child needs to go to School and earn a least 400 money. Then you get the child in their house and give them all of the cakes. They will be a older teen. About 18 years old or so

There's a quest you need to complete at level 16 called coming of age. This unlocks a high school which you can build (I think this is right, I did it ages ago). Don't know about making teens into adults though.
When you have a teen they can take place in the teen idol "Road to fame" quest at level 18 to play special instruments available from the home store to fill a music sheet to unlock a town sign. This then can be levelled up to get more stuff later.
